Centre turns nelson’s eye to Musi project

Hyderabad: Every effort and initiative aimed at the development of Hyderabad has the Central government putting spokes and those designs are not just confined to turning a nelson’s eye on construction of skyways or for the Metro Rail. Included in the long list of State government’s plan to further propel Hyderabad on the path of progress that is met with a duplicitous approach of the Centre is the Musi River cleaning project.
The NDA government led by Prime Minister Narendra Modi, which is releasing huge allocations under Namami Gange programme to clean Ganga, to States such as Uttar Pradesh, Bihar, West Bengal, Uttarakhand and others, has chosen to turn a Nelson’s eye to Musi river and has not provided any fund to the historic water body.
For over seven years, the Centre has received proposals to the tune of Rs 8,000 crore under National River Conservation Directorate (NRCD), but has failed to provide even a penny. Despite an announcement on Centre’s readiness to provide 60 per cent funds for River Musi projects under Jal Shakti Abhiyan and NRCD, the assurance has failed to turn into a reality. And all appeals for assistance in cleaning the Musi fell on deaf ears.

K Chandrashekhar Rao decided to restore the pristine glory of Musi and came up with a phased development plan on the lines of Sabarmati River. By forming a special Musi Riverfront Development Corporation Limited (MRDCL), he has initiated the necessary processes. Apart from setting STPs in the catchment areas to clean the inflows into the Musi and diversions wherever needed, beautification works have been taken up.
The city has sewerage lines running into 6,000 km and has 2 lakh manholes. Most of it was under the then MCH jurisdiction and the earlier governments did not pay any attention to improve or expand the system. Given the sharp rise in the population and subsequent increase in the sewerage generation, the efforts of 10 STPs cleaning 750 MLDs has failed to provide a right solution. This resulted in around 610 MLD untreated sewage joining the Musi and turning into a cesspool.
It is in this backdrop that the Chief Minister and the MA&UD Minister, KT Rama Rao decided to find a lasting solution to the woes of sewerage system in Hyderabad. A special master plan has been drawn up for the sewage network till ORR and as part of it, in phased manner, construction of new STPS, sewerage trunk mains and sub-mains are being taken up.

31 STPs in GHMC limits
In the HMWSSB limits, around 1,950 MLD sewage is generated and according to studies by Shah Consultancy, taken up as part of the sewerage master plan, the same is expected to go up to 2,814 MLD by the year 2036, and 3,715 MLD by 2051. In view of these studies, the Chief Minister took a decision to construct 31 STPs in GHMC limits and another 31 in ORR limits. With initial focus on 31 STPs in GHMC limits and to ensure 100 per cent treatment of sewage, orders were issued for a budget of Rs 3,866.21 crore. After floating tenders, the works were taken up and once these 31 STPs are completed, Hyderabad will stand first in terms of sewage treatment among all metro cities.
Package wise STP works:
Package 1: Eight STPs that can treat 402.5 million litres of sewage to be constructed with Rs 1,230.21 cr
Package 2: Six STPs that can treat 480.5 million litres of sewage to be constructed with Rs 1,355.13 cr
Package 3: 17 STPs that can treat 376.5 million litres of sewage to be constructed with Rs 1,280.87 cr
Plans have been drawn up by the HMWSSB to take up these works on a war footing basis and will be completed in the next two years
Sewerage Network with Rs 3,722.83 cr
Package 1: 756.85-km works with a budget of Rs 1,271.80 cr in Uppal, Kapra, Malkajgiri, Alwal, Serilingampally limits
Package 2: 643.29 km works with Rs 1,219.99 cr in Rajendranagar, LB Nagar circles
Package 3: 831.78 km works with Rs 1,231.04 cr in Kukatpally, Qutbullahpur circles
