Chief Minister K Chandrashekhar Rao announces the mega decision in the State Assembly; families, especially youngsters, poured onto the streets across States to celebrate
Hyderabad: Taking the wind out of the opposition sail, Chief Minister K Chandrashekhar Rao on Wednesday announced a mega direct recruitment drive to fill 80,039 vacant posts in various government departments, relaxation in upper age limits of certain underprivileged sections and regularisation of contract jobs in the State, all in one go.
The government, he said, also decided to regularise the services of 11,103 existing contract workers who are already working in existing vacancies, taking the total recruitment to 91,142 posts.
The financial implication of filling the 80,039 posts and regularisation of 11,103 contractual personnel works out to Rs 7,300 crore per annum for the State exchequer. This is in addition to the notifications issued in the past for filling 1.56 lakh jobs so far, taking the total numbers to over 2.36 lakh, of which 1.33 lakh posts have already been filled. The State government had also generated lakhs of jobs in the private sector by attracting investments in various sectors in the past eight years.
Announcing the mega decision in the State Assembly, Chandrashekhar Rao, who had on Tuesday hinted at a major announcement, said the move would go a long way in meeting the aspirations of the unemployed youth in the State. Even as the Chief Minister made the announcement to a packed State Assembly, families, particularly youngsters, who were glued to their television sets at homes across the State since morning, poured onto the streets to celebrate.
“Necessary notifications will be issued immediately to set the ball rolling for the recruitment drive as well as the implementation of other decisions,” the Chief Minister said, which virtually halted the opposition on its tracks.
In another major one-of-its-kind initiative, Chandrashekhar Rao declared that the upper age limit for direct recruitment would be relaxed by 10 years to maximise the number of unemployed youth who would be eligible for the recruitment drive. Subsequently, except for uniformed services like police, the upper age limit for all other posts will be 44 years for OC, 49 years for SC, ST, BC, 54 years for physically handicapped and 47 years for ex-servicemen.
Chandrashekhar Rao explained that since Telangana’s formation, the State government had notified 1,56,254 posts for recruitment of which 1,33,942 posts have already been filled. The remaining 22,312 posts are under the recruitment process. “The Telangana government, as a policy, has decided that there will not be any more contractual appointments,” he declared, amidst cheering and thumping of desks by the legislators.
As a policy decision, the State government will determine in advance and notify direct recruitment vacancies that would be filled every year, he said, adding that strict instructions have been issued by the Chief Secretary to all the Secretaries and Heads of Departments to regularly update the vacancies in their respective departments. “A recruitment calendar will then be announced annually. All the departments will immediately give indents to the recruiting agencies concerned for issue of notifications which will be issued with suitable gaps to facilitate aspiring candidates to compete in various examinations,” he said.
“Ours is an employee-friendly government. The Telangana government has inherited a large number of contract employees, a legacy of the united State. Such a large number of contract employees under the government is not a desirable phenomenon. Hence, we are regularising them in a phased manner,” the Chief Minister said, and pointed out that the employees of the Telangana government were the highest paid in the country. Chandrashekhar Rao said that once issues pertaining to institutions that find mention under Schedule 9 and 10 in the Andhra Pradesh Reorganisation Act are resolved, any vacancies arising in those institutions would be filled on a priority basis as well. Further, the government will fill around 2,020 teaching and 2,774 non-teaching posts that are vacant in universities across the State as part of the fresh recruitment process.
As per the new Presidential Order, about 95 per cent of jobs will be filled with local candidates in all cadres. They can also compete for the remaining five per cent quota in other districts as well as zonal and multi-zonal posts, the Chief Minister pointed out. Further, the new Presidential Order ensures reservation even in posts like Group-I including Deputy Collector, CTO and DSP for which there was no reservation in favour of local candidates earlier, he said.
