India, that is Bharat, shall be a Union of States. This is Article 1 of the Indian Constitution. How did these states evolve, and how is it that the union of India now includes 28 of them? What are our eight Union Territories and what is the nature of their relationship with the central government? The Indian National Congress, prior to Independence, was in favour of linguistic provinces, but this view changed after Partition. However, India’s internal boundaries, due to a combination of circumstances, came to be drawn and redrawn over time. How did this process unfold?
