Telangana Governor recommends the budget presentation

Hyderabad: Telangana Governor Tamilisai Soundarajan has given her recommendation for the presentation of annual budget in the Assembly, which is slated to commence its sessions from Monday, according to a press release issued by the Raj Bhavan here on Saturday night.
The gubernatorial communique assumed significance as the Telangana legislative assembly sessions would commence without the Governor’s address as the current session was only a continuation of the earlier session. The Government’s stand was that since the House was not prorogued, the session need not start with the Governor’s address.

The Raj Bhavan communique maintained that when House is convened after a period of five months and a new session is convened. However, the Government chose to continue the earlier session and do away with the Governor’s address. The Governor maintained that respecting the constitutional convention, she has conveyed her recommendation for introduction of the finance bill.
Political circles were agog with discussion on how the relations between the Governor and the Government soared because of some issues which the political dispensation found it odd. It was recalled how the Governor had put on hold the Government’s recommendation on nominating P Kaushik Reddy to the Legislative council in Governor’s quota. With the Raj Bhavan keeping the file pending, Reddy was later nominated in MLAs quota.
The second instance being quoted is how the Governor had suggested to the Government to appoint a chairman to the legislative council, when the Government recommended for appointment of Syed Amin Jafrey as the Pro-Tem speaker. Knowledgeable sources say the Governor has no say in such matters, but yet the governor chose to suggest for appointment of a chairman.
The third instance was how the Governor prepared her own speech delivered on the Republic Day, which was not approved by the Cabinet. Convention calls for the Governor’s speech to be prepared and approved by the Cabinet. But the Governor went ahead with her own speech. These three instances were taken very seriously by the ruling party. Political leaders pointed out that the relation between the Governor and the Government is based on the unwritten principle of ‘give-respect-and-take-respect’. “But when the Governor chose to ignore the accepted practises, the Governent too hit back”, was the cryptic comment of a senior politician.
